Published 2025-2026 agency benchmarks put a low-complexity, page-turner-style finished hour around $45,000 to $65,000, a moderate-interactivity scenario-based course around $65,000 to $100,000, and a high-interactivity simulation at $120,000 or more, per finished hour of content. That's full-service boutique agency pricing. Freelancers run far lower per hour, and a lean white-label team sits somewhere in between, without the overhead layers that drive the top of that range.
The industry's long-standing reference point, Chapman Alliance's development-hour study, still holds up in 2026: it takes far more production hours per finished learner hour as interactivity climbs.
Text, images, and simple click-to-reveal interactions. Roughly 49-85 development hours per finished hour, and published agency rates of $45,000-$65,000 per finished hour.
Basic quizzing, some branching, light custom graphics. Roughly 85-135 development hours per finished hour.
Branching scenarios, role-play, custom interactions. Roughly 135-200 development hours per finished hour, and published agency rates of $65,000-$100,000.
Complex simulations, adaptive branching, game-based mechanics. 300-700+ development hours per finished hour, and published agency rates of $120,000-$180,000.
Sources: Chapman Alliance's development-hour benchmarks (still cited by AllenComm's 2026 pricing guide) and SweetRush's published 2025-2026 per-finished-hour pricing. Treat these as a market reference, not a quote, since methodology and scope vary by vendor.
Interactivity level sets the baseline, but a handful of add-ons move the number from there. Professional voiceover runs roughly $20 to $150 per finished minute depending on talent tier and studio quality. Localization is the least consistent line item in the entire industry, published ranges vary from roughly 30-70% on top of media cost to $80-$110 per finished minute per language for subtitling, and $300-$400 per finished minute per language for full human voiceover, so a translated course in five languages is not simply five times a rounding error. Custom illustration and original video production add real cost too, but current, reliable per-unit benchmarks are thin enough that we won't cite a number here we can't stand behind, get a project-specific estimate instead.
Standards work rarely changes the topline number on its own: packaging to SCORM 1.2, SCORM 2004, xAPI, or cmi5 is a technical decision, not a pricing tier, though xAPI and cmi5 implementations that also stand up a Learning Record Store add real integration work. See our SCORM vs xAPI guide for how to choose.
Roughly $30-100/hr depending on experience. Lowest sticker cost, but you coordinate scope, QA, visual design, and development separately, and quality varies freelancer to freelancer.
Published 2025-2026 rates of $45,000-$180,000 per finished hour depending on interactivity, covering a full in-house team: instructional design, visual design, development, and QA under one roof.
Senior instructional design and development capacity without the freelancer coordination tax or full agency overhead. Scoped per project or as a monthly retainer, priced to your actual course, not a published rate card.
The claims are louder than the evidence right now. Some vendors report AI compressing production time on specific workflows, narration, first-draft scripting, storyboard iteration, by 30% or more. But ATD's 2025 State of the Industry report shows the market-wide average cost per learning hour used actually rose 34% year over year, from $123 in 2023 to $165 in 2024, the opposite of a clean AI-driven-costs-down story. Our own position matches how we work: AI accelerates drafting, it doesn't replace design, and nothing ships on model output alone. Where AI genuinely helps is speed on specific tasks, not a lower price floor across the board, at least not yet, and not with independent data behind it.
